However, the actual process of goods classification was only touched upon briefly, as a more detailed discussion would have gone beyond the scope of the article.
However, goods classification is the cornerstone of goods control: it answers the central question of whether goods are to be qualified as controlled goods within the meaning of the Goods Control Act and/or the annexes to the Goods Control Ordinance, and whether their export therefore requires an authorization from SECO.
